RTX initial release. Hello world!

To-do:-
- (edited in Master Copy) Wrong difficulty rating for REAL VOICE (supposedly 12+, was 13) 
- Verify ALL song difficulty ratings (because I am pretty certain REAL VOICE isn't alone in this issue)
- Better indicators on difficulty one has completed...? (especially for cases if one only played Expert but not Master)
- ... or better a SOP to do this, I'll get there soon(TM)
- (WIP) An actual how-to page
- (Done) Migrate the how-to from ../rtx/faq/ to ../rtx/how/, given the how-to page gets a proper page instead of a section in the FAQ
- Better (and actually printable) PDF file instead of whatever the monstrosity I had now XD
